Raul B. Bustamante

Chairperson of Project of Enforcement

He is a seasoned public servant with over four decades of experience in law enforcement, community relations, and public engagement. Currently Director of Community Development with the Maricopa County Sheriff’s Office, he has held several leadership roles, including Acting Southwest Regional Director for the Office of Public Engagement and Lead External Affairs Officer for Operation Allies Welcome at DHS.  With over 20 years of federal service across INS, USCIS, and DHS, Rudy helped develop ICE’s Community Relations Program and served as Community Relations Officer for Arizona and Nevada.

A trusted liaison between law enforcement and diverse communities, Rudy served 23 years with the Phoenix Police Department and trained public safety personnel nationwide on crisis management, cultural diversity, and emergency preparedness. He has also contributed as an elected member of the Kyrene Elementary School Boardand invited to serve on various City of Chandler committees.

His service has been recognized with multiple honors and awards, including an honorary degree and chaplaincy recognition from El Shaddai Christian University, the DHS Director’s Diversity Management Award, and two Phoenix Police Department Lifesaving Medals.

A lifelong Arizonan, Rudy is currently a father of two and grandfather of twelve.  He is deeply committed to building bridges between government agencies and the communities they serve.
